對敘動武案 最後能否通過仍有變數

（路透華盛頓4日電）美國參議院外交委員會今天以相對接近的票數，通過授權總統歐巴馬對敘利亞動武案。由於不少議員仍未公開表示立場，此案最後能否過關尚有變數。

委員會是以10票同意、7票反對、1票不表意見，授權政府軍事干預敘利亞。　 歐巴馬與政府官員表示，是否採取軍事行動回應，攸關美國國安與國際可信度，敦促國會迅速行動。 國務卿凱瑞今天在眾議院外交事務委員會另一場會議上推銷此案時表示：「如果我們今天不採取立場，我跟大家保證，我們的國安更可能面臨更大風險，未來需要關注的衝突也更可能發生。」 凱瑞說：「阿塞德（Bashar al-Assad）會把我們的沈默不語、我們的躊躇行動，解讀成他可以肆無忌憚使用武器的訊號。」 相對接近的票數反映國會對授權意見分歧，民主黨掌控的參院預定下週全院表決，此案也須獲共和黨掌控的眾院通過。由於許多議員擔心美國出兵可能導致戰事拖長，引發區域衝突升高，兩黨也都還有大批議員尚未公開表示立場，決議案能否過關尚有變數。中央社（翻譯）
