國民黨全代會9月29日在國父紀念館登場，「全國關廠工人連線」和「九二九罵英九怒火聯盟」分別發起抗議活動，但也有人支持馬英九總統拒絕關說案，已經開始串聯。

關廠工人策劃的「929包圍馬英九」活動，7月底就開始構思，結合數個社運團體，呼籲民眾929帶家中破鞋（威脅），包圍國民黨全代會，阻止國民黨開民主倒車，用行動展現人民對政府執政無能的「悲、怨、恨、幹」。

媒體人葛樹人、藝人郭美珠和紅衫軍前副總指揮莊嚴等人組成的「九二九罵英九怒火聯盟」，提出「辭黨主席，融合全民」、「九趴總統，謙卑認錯」、「廢特偵組，陽光司法」、「修罷免法，人民最大」等訴求，要由仁愛路、安和路口遊行至凱達格蘭大道。

藝人熊海靈則在臉書（facebook）串聯，約網友在全代會一早到國父紀念館，支持馬英九總統拒絕關說案。她說，最好穿藍紅色外加白背心，拿國旗，可自製標語，拒絕關說，「支持馬政府改革，這次不改革，以後沒人有此魄力了！」
