消基會：國道計程無益公平

消費者文教基金會質疑，交通部最遲年底上路的國道計程收費10月3日定案，卻無益改善付費公平，還讓國道基金短收。

消基會對年底即將上路的國道計程收費方案提出多項質疑，首先是原有3個方案，交通部高公局民調方式卻有疑義，用兩兩比較方式進行，再計算平均支持度，有操弄之虞。

再者，收費方案原要改善長程旅次補貼短程旅次不公平現況，但將原本「無免費里程」方案（每公里費率新台幣0.9元），與定案的「每日每車20公里免費」方案（200公里以內每公里1.2元、200公里以上每公里0.9元）對比後，消基會發現，只要行駛100公里以上，後者收費會高於前者，並沒有達成付費公平的目的。

消基會說，有20公里免費，無益於政府希望藉由推動計程收費達到車潮分流的目的；同時讓國道基金每年收入從現況的220億元，減至185億元，嚴重短收。

消基會呼籲，若相關方案沒有修改空間，也不要如高公局所訂實施2年後檢討，應縮短為1年就檢討。
