菲強颱過後 盜匪橫行

超級強颱海燕重創菲律賓，民眾不僅遭遇重大災情，更要面對盜匪的劫掠。根據美聯社報導，暴徒在重災區、雷伊泰省(Leyte)首府塔克羅班(Tacloban)附近，強闖米倉，推倒牆壁，強搶數千袋穀物。

這些事件都發生在重災區鄰近，同時也是國際社會捐助物資的集中地；這都令外界更加關切災區配送援助物資的步調太慢，更令若干重災區陷入一片混亂。

颱風重擊菲律賓東岸已經過去5天了，但是援助速度的牛步化，根本無法呼應大約60萬名無家可歸的民眾之所需。

紐約時報指出，塔克羅班市長羅姆阿爾德茲(Alfred Romualdez)甚至呼籲市民逃離當地，因為地方當局無法提供足夠的糧食飲水，也無法維持應有的秩序。

羅姆阿爾德茲表示，當地迫切需要卡車，以分送來自各國、在當地機場堆積如山的物資；同時地方政府也沒有裝備，能夠將民眾的屍體從瓦礫堆中拖出來。

而根據當地電視報導，在今天(13日)，當地還爆發安全部隊和武裝暴徒之間的槍戰，目前情況不明。
