對於外傳兩岸在第三國談換俘，國防部長嚴明上午在立法院外交及國防委員會加以否認，表示沒有這件事，但國防部會對失事人員全力援救，也會按情工法照顧家屬。

嚴明是在民進黨立委蔡煌瑯質詢時，回應上情，立委並要求我國因共諜案遭判刑的前陸軍少將、中華民國籍的羅賢哲，不可被對岸換走。
