客家青年築夢計畫2005年開辦，補助青年到國外參與國際性客家事務、多元文化及藝術的志工服務等，上限30萬，補助以是否為客家人的身分認定而非主題，立委段宜康上午在立法院內政委員會指出，客家人可能是文化弱勢，絕非經濟弱勢，這項補助以身分認定不合理，應該以研究主題與客家文化相關與否才對。

段宜康質疑近年來這件計畫申請人愈少、錄取率卻愈高，民國94年開辦時，申請補助425位，錄取23位，錄取率5%，但今年申請只有71 件，錄取20位正取、10位備取，正取錄取率達28%，補助太過浮濫，客委會應該檢討。客委會主委劉慶中表示，已請承辦單位檢討申請人數下滑原因。
