兩岸經濟合作協議（ECFA）在2010年9月生效後，隔年元旦依國際慣例，兩岸先安排一部分貨品與服務貿易率先調降關稅與開放市場，即所謂的早期收穫安排。當年在貨貿早收清單上，大陸開給我539項減稅項目。兩岸貨貿協議即是在早收清單的基礎上，進一步向大陸爭取更多項目降稅；我方關注項目包括面板、工具機、石化與汽車等。
