陸安監總局：青島油管爆炸 屬嚴重責任事故

大陸山東青島中石化輸油管爆炸，至少導致55死、130多人受傷、9人失蹤，大陸國家安監總局指出，這次是嚴重責任事故。

國家安監總局表示，出事輸油管與城市排水管網規劃佈置不合理、安全生產責任不落實，疏於管理輸油管，洩漏後應急處理不當，沒有按規定設置警戒區、封閉道路、通知疏散等措施。

中共總書記習近平昨天到事故現場了解，並到醫院探望傷者。安監總局傳達習近平的要求，各部門要認真制定和落實加強安全生產工作措施，整治生產安全。
