偷排廢水 南市2工廠遭罰

（中央社記者楊思瑞台南17日電）台南市政府環保局今天在仁德區查獲2家業者偷排含強酸的廢水，蒐證後制止業者排放，並依法開單罰款。

台南市政府環保局指出，今天啟動的「毒水專案」由台南地檢署檢察官指揮環保警察，會同環保局14名稽查人員，同步稽查台南市6家有偷排廢水疑慮的業者。

環保局指出，稽查後發現1家金屬表面處理業未領有廢（污）水排放許可文件，逕行將廢水排入河川，違反水污染防治法第14條第1項規定。稽查人員採樣送驗，待水質檢測結果出爐，再視污染數值依法處分，最高可罰新台幣60萬元。

環保局指出，另有一家電鍍業者疑似偷埋暗管，稽查人員出動大型機具開挖，發現製程區牆壁有不明液體不斷滲漏，經採樣檢驗發現酸鹼值為4.68，屬酸性廢水，違反水污染防治法第7條第1項暨放流水標準第2項規定。

環保局指出，這家電鍍業者的廢水由未經核准的放流口排放，已構成繞流排放行為，違反水污染防治法第18條暨水污染防治措施計畫及檢測申報管理辦法第52條規定；兩罪併罰最重可處60萬元罰鍰，並將追查是否有不法利得，依法追繳。1021217
