日月無光 立委提案重罰3000萬

日月光偷排廢水引發國人關切，國民黨立委王育敏就提案修正「水污染防治法」，並在今天透過程委會決議排入院會報告事項，除了新增事業不得埋設暗管排放廢水的條文，更將非法排放廢水的罰金提高50倍，最高可處3千萬的罰鍰。(程平報導)

王育敏說，現行水污法中對於非法排放污水的最高罰則只有60萬，但這樣的行為不但污染水源，更可能影響沿岸農作物，因此才會提案要將非法排放廢水的罰鍰，從最高60萬提升為3千萬，增加50倍；規避、妨礙或拒絕主管機關查證的罰則，也從最高30萬提高為100萬。

同案中也新增，事業不得埋設暗管，使廢水在沒有經過合法程序處理的情況下就任意排放，依照王育敏的提案，違反本條最高可處以500萬的罰鍰。

另一方面，由於質疑政府一方面提供日月光巨額補助與免稅優惠，卻又縱容違法破壞環境，因此國民黨立委曾巨威也提案修正稅捐稽徵法第四十八條條文，希望藉由修法，取消觸犯重大違法事件業者，原本從政府所獲得的獎勵優惠。
