證交所：圈購大戶 名單不公開

壹週刊報導，頂新集團發行康師傅ＴＤＲ（台灣存託憑證）卻退佣還給圈購人，證交所昨天表示，詢價圈購名單非公開文件不必上傳，證交所也沒有名單；但證券承銷商表示，金管會、券商公會多會審核名單。

券商指出，承銷商負責股票上市成敗，有些詢圈人是長期配合大客戶，甚至願意認購其他風險較大的承銷案，有的事涉客戶機密，有的涉及利益分配，一旦見光，連圈購者都會質疑為何「你多我少」，恐更難擺平各方勢力。

承銷商表示，有別抽籤方式公開透明，詢圈仰賴承銷商配售，過程涉及各方利益分配，如公司派、金主、大客戶、創投、或關係良好人士想「共襄盛舉」，稍有不慎，容易「出事」；一旦出事，都是證券商責任，除非認購者是利害關係人，否則不能說認購人非法。
