「康世儒條款」三讀 連選連任一「屆」

立法院今天三讀通過「地方制度法修正案」，修增「康世儒條款」，民選地方首長從原本的連選得連任一「次」，修改為連選得連任一「屆」，避免特定人選長期壟斷政治資源。

曾連任第十四、十五屆竹南鎮長的康世儒，曾在第十六屆鎮長謝清泉於任內病故後，隔了一次選舉後，再回鍋補選並當選鎮長；引發「次數」與「屆次」都爭議。經對手提告後，法院前年判決康世儒當選無效定讞。
