英國擬拍賣簽證 遭質疑居留權eBay化

英國移民委員會本周將提議拍賣英國簽證，讓出價最高者取得移民簽證，不過有人質疑這等於「eBay化」英國永久居留權。

根據英國現行移民法規，海外投資人只要繳付100萬、500 萬或1,000萬英鎊，就能夠加快英國永久居留的辦理時程至兩年到五年。沒錢購買投資簽證的申請人則必須循一般管道，接受職業、薪資及財力審查。

在英國國境局提出投資簽證對英國經濟的貢獻度不足後，移民諮詢委員會持續評估以上規定。由於亟需不受政治動盪影響的資金避風港，來自中國、俄羅斯及中東地區的富裕家族是投資簽證的最大主顧。

移民諮詢委員會主席麥卡菲（David Metcalf）檢視各項證據後，將於25日提出一系列替代方案，其中包括每年拍賣一定數量的投資簽證。然而國境局及商業、創新暨技能部內部都傳出質疑拍賣簽證的聲音。
