科技部長張善政上任第一天，被問到企業加薪的問題，他直言，自己在業界待過，加薪是企業主最傷感情的時候，加薪一講股票馬上下跌、獲利馬上下跌，所以要談加薪，以前企業的創新與獲利比例要先提高，員工如果有創新，薪水自然會好，員工沒創新，薪水想要好也不可能，這是雙方面而不是單方面問題。

張善政表示，台灣企業普遍規模較小，上任後將委託前資策會執行長李世光負責成立「產學推動諮議會」，專責到學界掏寶，有系統的去檢視學界的各種研究成果，讓企業減少自己作研發的花費，但到底學界是象牙塔還是以前不懂得挖寶，大概半年至一年就能知道結果。
