抑制吸菸 世衛再籲提高菸稅

（中央社記者曾依璇巴黎2014年5月28日專電）世界衛生組織表示，提高菸稅是降低吸菸率最具成本效益的方式，對未成年人尤其有效，再度呼籲各國政府調高菸稅。

世衛組織（WHO）表示，吸菸是可預防性死因中的單一最主要原因，估計全球每年有600萬人因吸菸致死。吸菸也是造成非傳染性疾病的主因之一，例如肺癌和心臟病。

此外，吸菸導致嚴重經濟損失，包括花在治療吸菸造成的疾病上的錢、因病降低的生產力和收入等。

世衛組織表示，提高菸稅，讓菸價變高，人們就比較不願購買；平均來說，每調高10%菸價，就能在高收入國家降低4%吸菸率，在中低收入國家降低5%。

提高10%菸價以抑制吸菸率，在未成年族群的效果尤其明顯，約可降低14%到18%。

世衛組織以土耳其為例，土耳其一邊提高菸稅，一邊禁止菸品廣告，自2008年到2012年，菸品銷售量降低了12%，成人吸菸率也從31.2%降到27.1%。

世衛組織估算，如果所有國家的菸品都漲價50%，可減少4900萬名吸菸人口，拯救1100萬人性命。
