蔡明憲：全募兵制應暫緩實施

民進黨今天舉辦八年執政研討會，在國防議題方面，與會人士憂心全募兵制恐「開天窗」。國防部前副部長柯承亨說，募兵制是選舉時期的產物，「做不到就要嚴肅面對」。國防部前部長蔡明憲主張，應暫緩實施募兵制，維持徵、募兵並行。

行政院前院長游錫也說，他在閣揆任內曾大力推動募兵制，「但現在反省起來有問題」，黨內要反省、檢討，提出腹案。主持「國防場」的民進黨主席蘇貞昌，則未對全募兵制是否應延後實施表達意見。
