股利扣抵率腰斬 大店戶負責人稅更重

兩稅合一的股利所得扣抵率確定下降，並僅准折半抵減個人綜合所得稅，國庫預計回收505億元，新制除獨資、合夥的小店戶事業主不受影響外，本國個人股東、外資股東與大店戶負責人，都會出現增稅效應。

財政部長張盛和指出，兩稅合一制自1998年施行以來，每年國庫因此減少的稅收多達800億元，施行以來累計減損的稅收接近兆元。鑑於國際間採行兩稅合一的國家，均已縮減兩稅合一的租稅獎勵，從全部合一轉為部分合一，台灣也不應無視這股改革趨勢。

財政部已決定提出修法案，將包括本國個人股東、外資股東以及獨資、合夥中每月營業額超過20萬元的大店戶負責人，其獲配股利總額所含的營所稅可扣抵稅額，由目前的100%可抵稅，下修為只能折半抵減（即抵稅率50%）。
