敘利亞被控使用化武對付人民，五角大廈表示可能對敘動武之後，歐巴馬周六召開國家安全會議，出席者包括副總統拜登、國家安全顧問蘇珊‧萊斯，及CIA局長布雷南，討論回應敘利亞情勢之道。白宮聲明表示，美國軍方高層和白宮的國家安全顧問群向歐巴馬提出一系列行動選項。歐巴馬向來不願介入敘利亞內戰，但一年前曾說，敘利亞政府如果動用化武，就是踩美國的「紅線」。
