北韓向韓發「新年書信」搞統一戰線戰術

北韓以傳真的形式，向南韓的對北韓援助團體、統一團體、宗教和市民團體以及個人等六十餘處，發送「新年書信」，意圖煽動反政府活動，以強化統一戰線戰術。

據南韓有關當局和對北韓民間團體今天消息，北韓各機構每年按照慣例，向韓方合作團體發送新年問候，但今年大幅擴大了發送的對象範圍，而且問候詞中的政治色彩，顯得更為濃厚。去年，北韓僅向韓方二十餘個民間團體，發來新年問候，而今年的對象擴大至六十餘處。更值得注意的是，北韓在部分新年問候中，還赤裸裸地煽動韓方團體，積極進行反政府活動。
