老農津貼 蘇批行政院方案排除真農民

行政院提出「農民投保農保年資由現行6個月改為15年，始得符合領取老農津貼資格」，試圖解決所謂的假農民問題。民進黨主席蘇貞昌今天主持重大議題協調會報指出，行政院方案一旦實施，將使部分具農民身分的「真農民」被排除在請領資格之外，也明顯違反老農福利津貼保障老年農民生活的立法目的。

民進黨重大議題協調會報今天邀請智庫農業小組鄭隨和農學博士及邱湧忠教授，針對台灣農業概況以及老農津貼請領資格說明與分析。蘇貞昌表示，老農津貼屬於社福津貼，行政院方案混淆了社會保險與社福津貼的概念，但分辨真假農民是主政者應負起的責任，行政院說帖也已提及建置農民福利資料庫系統及確實從農者始得加入農保、申領老農津貼兩項措施，這才是解決問題的根本，政府不應本末倒置。
